Market scan & shortlist

A platform built for enterprises of ten thousand employees may be technically impressive but operationally wrong for our readers, and we note that mismatch rather than penalizing the tool.

We also evaluate the connector ecosystem for the integrations that matter most to HR and finance teams: general ledger export to accounting platforms, 401(k) contribution filing, workers' comp reporting, and background-check vendor handoffs. Scalability is not only about whether the software handles volume. It is about whether the administrative model scales. We look at role-based access controls, bulk-action capabilities, and whether configuration can be templated across departments or locations.
We also evaluate the pricing structures to see if they remain cost-effective as headcount increases. Per-employee-per-month pricing is standard in cloud HR solutions, but the trajectory matters: does the per-employee rate flatten, increase, or drop at volume tiers? Hidden costs — implementation fees, module add-ons, API access surcharges — are documented so buyers can model total cost of ownership, not just the sticker rate.
Our research helps prevent businesses from outgrowing their software within just a few years of implementation. A platform that fits at fifty employees but cannot handle multi-entity paygroups at five hundred is a platform that forces a painful migration. We flag that ceiling before the buyer hits it.
We research the available support channels, including dedicated account managers, help desks, and online communities. A support model that routes every question through a tier-one ticket queue — with no path to a named contact who understands the account's configuration — is a model that creates friction during the periods when HR teams can least afford it: year-end processing, open enrollment, and new-entity setup.
We also look at the typical implementation timeline and the resources provided by the vendor during the transition. Implementation is where HCM projects most often fail. A well-documented platform with an active community can compensate for a thinner direct-support model, particularly for teams with internal HRIS expertise. A platform with neither strong direct support nor a self-serve knowledge base is flagged as high-risk for organizations without dedicated technical staff.
Final synthesis and scoring

The weighting is deliberate. A platform with an elegant interface and strong analytics but inconsistent payroll calculations is a platform that creates legal exposure.
